Initial Certification Training Program (ICTP)

What is the RCFE Initial Certification Class?

California’s Community Care Licensing Division (CCLD) requires that all administrators in a Residential Care Facility for the Elderly (RCFE) have a standard certification. The RCFE certification requires 80 hours of training prior to taking the State exam. You will be taught the Core of Knowledge standard set for by California regulations.


Our training consists of live webinar and 20 hours online at home, as approved by the State of California. We recommend that you start the online section as soon as you enroll as it must be completed prior to the end of the live classroom training.

How many days is the RCFE Administrator Initial Certification class?

You can start the 20 hour online section as soon as you register. The online section must be completed prior to the last day of the live section.


The 60 hour live section of our Initial Certification course is 6 days. Each live day begins at 8 am and ends at 5 pm. The day is 9 straight hours, no lunch break, and short periodic breaks are provided.

This course fulfills the requirements of the Initial Certificate Training Program. It will teach the RCFE Core of Knowledge Standard as required by California.

  • What is required to become a certified RCFE Administrator?

    Qualifications to become a certified RCFE Administrator are:


    a) You must be at least 21 years of age


    b) Have a high school diploma or GED


    c) Complete the 80 Hour Initial Certification class


    d) Pass the State proctored exam of 100 questions


    e) Pass a fingerprint clearance


    f) Pay $100 to the State of California for the RCFE Administrator application.

  • What will you learn about RCFE?

    You will be taught the Core of Knowledge standard set for by California regulations. Each topic is assigned a specific number or hours as required by regulations.


    There are 13 sections. They include Laws & Regulations, Business Operations, Management, Psychosocial & Physical needs of Elderly, Community & Support Services, Medication Management, Admission & Retention, Alzheimer’s & Dementia, the Physical Environment, Resident Rights, Cultural Competency, and Postural Supports & Hospice.


    We teach the required Core of Knowledge. You will have the tools to become a successful RCFE Administrator. At the end of the course you will have the knowledge base to operate an RCFE and find answers to your regulation questions.

  • What’s included in our RCFE Administrator class?

    Class materials will include digital copies of the Title 22 Regulations and an exam study guide. A Certificate will be provided upon course completion.

  • What do I do after completing the RCFE Administrator class?

    1. Take the standardized exam administered by the California Department of Social Services (CDSS) within sixty (60) days of completing the ICTP.

    (Note: Due to the impact of COVID-19 the requirement to take the exam within 60 days has been waived.)


    2. Pass the exam with a minimum score of 70%. (If you fail the exam it can be taken again in 60 days.)


    3. Get a LiveScan fingerprint clearance for RCFE


    4. Within thirty (30) days of receiving notification of passing, submit a completed initial administrator application packet to the ACS (Administrator Certification Section)

  • Special requirements for Nursing Home Administrators

    Nursing Home Administrators are only required to take 12 hours of live training. The training must consist of:


    4 hours of Laws, Regulations, Policies, and Procedural Standards Impacting RCFE,


    4 hours of Medication Management,


    And 4 hours of Resident Admission, Retention, and Assessment Procedures.
